fix: Mark RPMLimitPowerIssue as resolved - clogged catalytic converter confirmed by O2 sensor removal test

- Removed forward O2 sensors immediately restored power
- RPM limiter completely eliminated
- Vehicle fully drivable again, awaiting catalytic converter replacement
- Updated README.md and progress.md with resolved status
