Philippe Miossec ae15d5d149 Functional/Smoke tests! 
* Add a powerShell script to do smoke/functional tests on a tfs repository
* Add another AppVeyor script to run smoke tests
* Introduce a new ConfigurationBuild to build on AppVeyor
without being obliged to install external dependencies

PS: We could run the script locally (to verify your version of git-tfs) with the command:

	.\FunctionalTesting\smoke_tests.ps1 c:\path\to\your\custom\git-tfs\
