fix: exempt kilo-* dirs from annotation check, add markers to session route
...
The kilo-sessions/ directory is entirely Kilo-specific and should not
require kilocode_change markers. Update isExempt() to also match
directories starting with 'kilo-'. Add block markers to the /viewed
route changes in session.ts.

feat(cli): publish CLI as npm prerelease when pre_release flag is set
...
When the publish workflow is dispatched with pre_release=true, the CLI
and SDK packages are now published to npm under the "rc" dist-tag with
a semver prerelease version (e.g. 7.1.24-rc.202604081425) instead of
going to the "latest" tag as a stable release.
This ensures that pre-release VS Code extension builds ship with a
matching pre-release CLI on npm, so users on the stable channel are
never affected by pre-release publishes.

fix(cli): support JSX comment syntax in kilocode_change annotation check
...
The annotation check script only recognized // style comments but TSX
files require {/* */} syntax inside JSX templates. This caused false
failures for PRs adding JSX-annotated markers in packages/opencode/.

feat(vscode): add pre-release publishing support to marketplace workflow
...
Add a pre_release checkbox to the publish workflow that passes
--pre-release to vsce package, vsce publish, and ovsx publish.
This enables publishing to the VS Code Marketplace pre-release
channel without requiring a separate versioning scheme.
Closes #8156
