revert: remove vscode notifications feature (PR #437 and #531)

The notification banner in the VS Code extension sidebar needs more
work before shipping. This reverts the notification infrastructure
(context, component, provider wiring, styles, types, and backend
client method) while preserving the extensionContext plumbing used
by the variant-selection feature.
